Like other message boards, you can add a message to an existing topic and you can create new topics. Unlike other message boards, you can go in an edit messages, including messages that other people have posted.
Does that mean people can obliterate what you wrote? Well, yes and no. They can delete or alter your message, but the original version of your message will exist in earlier revision levels.
Does this create greater anarchy than other message boards? It's possible, but it can also help to make it become sort of self-organizing. The hope is not to have extended threads, but to have web pages that are organized around apropriate topics.
When there's been a certain critical mass of information in a thread, it's time to reorganize that. Anybody can become a TWiki board assistant by going ahead and doing that. No special permission is required, just go ahead and take a stab at it. If somebody else doesn't like what you've done, they can always go back to the old revision, so there's really no way to screw things up.
