I'm surprised that you haven't discovered yet that Excel does not pay their representatives a fee simply for recruiting a new representative. If that were the case, I would agree that it's a recruiting fee. Reps are not paid until a new rep gathers customers. If no customers are gathered within a specific time frame, no bonus (fee) is paid. Hence it is in the best interest of the sponsoring rep to help the new rep get his business going. While bonuses are paid on the successes of new reps, residual income is paid based on the volume of long distance made from customers, most of whom are not reps.
